Why being cited in the overview matters more than ranking below it

Google's AI answers now reach most searchers. Google says AI Overviews have more than 2.5 billion monthly users, and AI Mode, which it took worldwide in October 2025, more than 1 billion (June and July 2026). It has since brought the two into one experience. From Australia and Hong Kong to Southeast Asia, Google handles 88% to 99% of searches (StatCounter, September 2026), and AI Mode answers in Indonesian, Thai, Vietnamese and other local languages.

Overviews appear on the questions buyers research. Ahrefs found AI Overviews on 20.5% of 146 million results pages, almost all informational, and on 46.4% of queries seven words or longer (September 2025 data). Semrush saw the share swing from 6.5% of queries in January 2025 to 24.6% in July and 15.7% in November, with commercial queries a growing part of the mix.

Ranking below the overview earns fewer clicks. In Pew Research Center's study of 900 US adults, people clicked a traditional result on 8% of visits to search pages with an AI summary, against 15% without one, and clicked a link inside the summary on just 1% (July 2025). Ahrefs found an AI Overview now goes with a 58% lower click-through rate for the top-ranked page (February 2026).

Being cited is what counts, and ranking doesn't guarantee it. Across 5.47 million queries, Seer Interactive found brands earned about 120% more organic clicks per impression when an AI Overview cited them than when it didn't, though it can't prove the citation causes the gap (April 2026). Yet only 38% of pages cited in AI Overviews rank in the top 10 for the same query, down from 76% in July 2025 (Ahrefs, March 2026). Ahrefs links part of the change to query fan-out, where Google runs several related searches for one question and cites pages from any of them.

Google says there's no special trick. Its guidance says there are "no additional requirements" to appear in AI Overviews or AI Mode and no special schema, and that Google Search ignores AI text files like llms.txt. Optimizing for its AI features is still SEO, plus content only you could write. It warns against pages made for every variation of a query, and against tools that claim to use internal Google metrics. Hold any agency to that standard.

How we chose

Every AI search optimization agency on this list passed five tests:

  1. A published AI search service. A dedicated page for Google's AI Overviews, or a GEO or AI search page that spells out its AI Overviews work.
  2. Work on Google's answers. It names AI Overviews or AI Mode in its method, tools, results or research, not only ChatGPT.
  3. Citations it can measure. It reports AI Overview citations, impressions or share of voice, not just rankings.
  4. Evidence. Named clients, published results, research, tools or prices.
  5. A distinct fit. Each agency suits a different kind of business, budget or market.

Every fact about the other eight agencies comes from their own websites, checked on 13 October 2026. Results and claims are their own.

1. GTMLab

Best for: businesses in Southeast Asia and Hong Kong that want to be cited in Google's AI Overviews and AI Mode, where Google handles most searches, with every lead from AI answers tracked.

GTMLab is a growth agency with teams in Jakarta, Hong Kong and New York, run by 100+ senior operators that include ex-founders, Y Combinator alumni and a Forbes 30 Under 30 honoree. It has worked with 200+ brands and operated $20M+ in ad spend.

Its AI search optimization service runs on daily decisions rather than a fixed content quota. Each day the team checks what changed for a client's buyer prompts, picks the few tasks that drive most of the result, does them wherever AI engines read about the brand that week, and logs each one with the reason behind it. It works in English and Bahasa Indonesia.

What sets it apart

  • Google's answers measured with the rest: it tracks Google's AI Overviews alongside ChatGPT, Gemini, Perplexity, Claude and Copilot, so you see where Google names you and where a competitor is named instead.
  • Leads, not just mentions: AI referrals are tracked as their own source in GA4 on every plan, and in your CRM on Growth and Scale. Every client gets a dashboard (where they're named, who's named instead, progress to target), a daily task log with win alerts, and a call every two weeks.
  • One team for the whole path: the same operators run paid media, SEO, landing pages, WhatsApp follow-up and the CRM.

Proof: GTMLab built and runs search for medifly.ai, a medical travel platform for Indonesian patients, giving each of its 3,167 doctors and 299 hospitals a complete page in Bahasa Indonesia and English, with structured data and a robots.txt open to AI crawlers. Between mid-June and late September 2026, organic clicks grew about 4× and impressions about 5.6×. The case study is candid that there's no AI-citation data yet, so this is the search groundwork AI answers draw on.

Pricing and guarantee: Essential at $499 a month (30 logged tasks, 40 prompts across 3 AI engines), Growth at $999 (70 tasks, 90 prompts, 4 engines, CRM tracking) and Scale at $1,999 (140 tasks, 150 prompts, 5 engines, re-run daily). Plans start on a six-month term, then run month to month; in Jakarta, they start from IDR 9 million a month. GTMLab guarantees a number of prompts where you're named every quarter; miss it and you don't pay.

Less suited to: large brands that want an in-house research program on AI Mode and query fan-out, or a team based in the UK. iPullRank, Seer Interactive and Impression fit those better.

2. Victorious

Best for: US brands that want a dedicated AI Overviews program, with citations reported alongside rankings and traffic.

Victorious is a US SEO agency founded in 2013 that says it has served 1,050 brands. Its Google AI Overviews service is built "entity-first": technical work so crawlers can read the site, prompt research that maps products to buyer searches, content grouped into entity clusters that AI Overviews can extract and cite, and link building. It tracks how often Google names a brand across buyer prompts, and which competitors it names instead.

  • Results it reports: 150 new AI Overview citations for Porte Brown, with a 416% rise in top-three keywords, and 5,856 new AI Overview citations for an unnamed global cybersecurity company.
  • Worth knowing: it says answer paragraphs with links are cited less often, so it keeps links out of them. It won Best SEO Campaign at the 2026 US Agency Awards.
  • Pricing: not published.

3. iPullRank

Best for: large brands that want deep expertise in how AI Mode and AI Overviews expand and answer a query.

iPullRank was founded by Mike King, a Search Engine Land Marketer of the Year, and has an office in New York. Its GEO service is sold by stage (emerging, growth and elite brands) and covers a visibility baseline, prompt and topic strategy, content engineering, digital PR beyond your own site, and attribution from citations to leads and revenue.

  • Tools and research: its Qforia tool simulates the query fan-out that AI Mode and AI Overviews run, and it publishes an AI Search Manual. One metric it reports is fan-out coverage: how well your content covers the related questions a model might branch into.
  • Pricing: published as investment ranges by stage, from $30,000–$150,000 for emerging brands to $500,000+ for category leaders.

4. Seer Interactive

Best for: enterprise teams that want AI search decisions grounded in research and testing.

Seer Interactive was founded by Wil Reynolds in 2002 and is a Certified B Corp with 250+ people. Its GEO service covers prompt tracking, citation and source analysis, AI log-file analysis and competitor analysis, and runs structured tests rather than following checklists. Visibility is tracked through its partner, Scrunch, with analyst support.

  • Research: the AI Overviews click-through studies cited above are its own; the April 2026 edition is the third.
  • Results it reports: for an unnamed outdoor-living brand, a sprint on 11 articles brought 344% growth in AI Overview citations in five months.
  • Pricing: not published.

5. Impression

Best for: UK and European brands that want AI Overviews results measured in Search Console.

Impression has offices in Nottingham, London, Manchester and New York. Its generative engine optimization service targets AI surfaces including AI Overviews and AI Mode. It covers digital PR and brand mentions, content and entity work, and technical GEO (crawling, rendering, Core Web Vitals and log files), with reporting on citations, mentions, sentiment and share of voice. It uses its own tool, RALTS.

  • Results it reports: for Tensar, 1,793 AI Overview citations worldwide (measured in Ahrefs) and 47,604 organic clicks in a year from keywords that show AI Overviews (measured in Search Console).
  • Reporting: GA4 dashboards for AI referral traffic and conversions.
  • Pricing: not published.

6. Go Fish Digital

Best for: mid-market and enterprise US brands that want page- and passage-level AI Overviews work backed by its own tools.

Go Fish Digital lists offices in Raleigh, Boston, Washington DC, Phoenix, San Diego and Jacksonville. Its GEO service aims to make content "retrievable, re-rankable, and reference-worthy" in Google's AI Overviews, ChatGPT and Copilot. It runs semantic content audits, optimizes high-potential pages and passages for AI Overviews and ChatGPT (structure, fact density, how easily they summarize), covers schema and internal linking, and uses digital PR to earn citations. It writes for the sub-questions Google splits complex searches into.

  • Tools: an AI Overview Analyzer that audits how often a site is referenced in Google's AI answers, and Barracuda, its page-analysis platform.
  • Clients it names: Lowe's, LegalZoom, MoneyGeek and K-Swiss appear among its logos; it reports a 500% year-over-year rise in organic SQLs for SimpleTexting.
  • Pricing: not published.

7. Exposure Ninja

Best for: UK and US e-commerce and mid-sized businesses that want AI Overviews and AI Mode work alongside SEO, PR and reviews.

Exposure Ninja has offices in London and Nottingham, with New York listed as coming soon. It says it optimizes for AI Overviews and AI Mode as well as ChatGPT, Perplexity, Gemini, Claude and Copilot. Its AI search service covers an audit and strategy, technical and on-page SEO, content, digital PR and review generation, organized in a three-tier Pyramid Framework, and it tracks AI citation rates alongside rankings.

  • Results it reports: 640% more conversions for Value Capital Funding using SEO and AI search, and $459k in organic revenue for Golf Course Lawn Store.
  • Research: a 2026 State of AI Search Report and a report on how AI Overviews are disrupting finance marketing.
  • Worth knowing: it says it was named SEO Agency and Integrated Search Agency of the Year in 2026.
  • Pricing: not published.

8. SEO.com

Best for: businesses that want a dedicated AI Overviews service and a price range before the first call.

SEO.com is run by the team behind WebFX. Its AI Overviews optimization service starts with a visibility audit, including how AI Overviews affect your traffic, then builds a strategy around your market and competitors, strengthens SEO foundations, and tracks chosen prompts and competitors in OmniSEO, with monthly reporting on visibility, traffic and revenue.

  • Clients it names: Thompson Tractor and RC Mowers, both of which came to it with little visibility in AI answers.
  • Pricing: it puts the expected 2026 cost at $2,500 to $10,000+ a month.

9. W3era

Best for: small and mid-sized businesses in India and the US that want an AI Overviews readiness audit before a longer program.

W3era is headquartered in Jaipur, India, with a US office in Dallas, and says it has 250+ SEO specialists. Its AI Overviews service starts with a readiness audit of priority pages, from crawling and snippet eligibility to schema, and a prioritized roadmap. It then adds summaries, definitions, FAQs, comparison blocks and tables, plus a separate AI Mode strategy for conversational, comparison and multi-step searches. It reports on rankings, clicks, traffic and conversions, including Search Console data.

  • Its method: GROWTH (Gather, Research, Optimize, Widen, Track, Harness).
  • Worth knowing: a HubSpot Certified Agency with 15+ years in SEO; it adds schema only where it matches visible content.
  • Pricing: not published.

What an AI Overviews plan should cover

Whichever generative engine optimization agency you choose, the work should include:

  1. Eligibility. A page has to be indexed and eligible to show a snippet, so check that nosnippet or max-snippet settings aren't hiding key pages. In Search Console, Settings > Search generative AI is on by default; Google says sites that opt out get no traffic or impressions from its AI features.
  2. A fan-out map for each buyer question. For "best villa developer in Bali for foreign buyers", list the related searches Google is likely to run: prices, ownership rules, comparisons, reviews. Answer each on one strong page rather than a thin page per variation, which Google treats as scaled content abuse.
  3. Content only you could publish. Google's guidance asks for original, non-commodity content: your prices, data, specifications, photos and video.
  4. Complete Google listings. Google says Business Profile and Merchant Center can help products and services appear in AI responses. Keep the same facts there and on your site.
  5. Three layers of measurement. Search Console's Generative AI performance report shows AI Overviews and AI Mode impressions by page, country and device, but not clicks. A prompt tracker shows which questions cite you and who's cited instead. GA4 counts clicks from both as Organic Search, not as its AI Assistant channel, so landing-page data and a "How did you hear about us?" question connect those answers to leads.

How to choose an agency for Google AI Overviews visibility

  • Business in Southeast Asia or Hong Kong wanting citations in Google's AI answers and ChatGPT, leads tracked into the CRM and a fixed monthly price: GTMLab.
  • US brand wanting a dedicated AI Overviews program: Victorious.
  • Large brand wanting depth on AI Mode and query fan-out: iPullRank.
  • Team that wants research and structured tests: Seer Interactive.
  • UK or European brand: Impression, or Exposure Ninja for e-commerce and mid-sized businesses.
  • US brand wanting passage-level work and proprietary tools: Go Fish Digital.
  • Wanting a price range before the first call: SEO.com.
  • Smaller business in India or the US wanting a readiness audit first: W3era.

On the first call, ask each AI search agency to pull up today's AI Overview and AI Mode answers for your three most valuable buyer questions, show which sources Google cites instead of you, and explain how it will report citations and leads three months from now.

Frequently asked questions

What does an agency for Google AI Overviews visibility do?

It works to get your business cited in the answers Google's AI Overviews and AI Mode give to your buyers' questions. That means keeping pages eligible, answering the related questions Google searches in the background, publishing content only you can provide, and earning mentions on sources Google trusts. A good one also measures where you're cited, who's cited instead, and the leads that follow.

Does ranking first get you into the AI Overview?

Not reliably. Ahrefs found that only 38% of pages cited in AI Overviews rank in the top 10 for the same query, down from 76% in mid-2025, partly because Google also cites pages from the related searches it runs. Rankings still help, since Google's AI features retrieve pages through its core ranking systems, but being cited takes pages that answer the follow-up questions too.

What's the difference between AI Overviews and AI Mode?

AI Overviews are AI summaries that appear above the results, only on searches where Google decides they add something. AI Mode is a conversational search for questions that need more reasoning or comparison. Google says the two may use different models, so the links they show vary, and in 2026 it brought them together into one experience.

How much does an agency for Google AI Overviews visibility cost?

On this list, published prices start at $499 a month (GTMLab's Essential plan, or from IDR 9 million a month in Jakarta). SEO.com puts the expected cost of its AI Overviews service at $2,500 to $10,000+ a month, and iPullRank lists investment ranges from $30,000–$150,000 for emerging brands to $500,000+ for category leaders. The other agencies here don't publish prices.

How can I see if my site appears in AI Overviews?

Start with Search Console's Generative AI performance report, rolled out to all websites by 31 August 2026. It shows how often links to your pages appeared in AI Overviews and AI Mode, by page, country and device, but counts impressions only, not clicks. To see which questions cite you, and which competitors appear instead, you need a prompt tracker or an agency that runs one.

Do I need a GEO agency or an SEO agency for AI Overviews?

Google says optimizing for its AI features is still SEO, and its AI answers draw on the same index and ranking systems. A GEO agency adds what a traditional SEO contract often skips: tracking which businesses Google's AI names for your buyers' questions and reporting citations and AI-sourced leads. The best choice does both.

See where you stand first

Before you speak to any GEO marketing agency, see what AI says about your business today. GTMLab's AI visibility check asks ChatGPT, Gemini, Perplexity, Google's AI Overviews and Claude what a customer in your city would ask, then shows who they name instead of you, where they got their facts, what to fix first, and how fast your site loads on a phone. It takes about a minute, with no sign-up for the first read. Plans are on the pricing page.
